- Applied to any minor setback, not just the political one it started as.

Where it came from
An anonymous 4chan user posted an image of Joe Biden captioned “IT’S JOEVER” shortly before the 2020 election, a portmanteau of his name and the “It’s Over” reaction format. The image resurfaced and went properly viral in 2023, by which point people used it for anything, political or not.
